3. Monarchs
A. Emperor (Currently one. Nonetheless, we are doing what we might to revitalise this species, and incorporate the next level monarchs within an Imperial system.)
B. other monarchs
We often imitate other sovereigns. For example, SMA doesn't vote. & while you are ill advised to ask Jesus why, SMA does appreciate thoughtful, constructive questions about governance.

Any of the sovereigns have difficulty making oneself understood. Again, if you don't understand, ask yourself who you know is smarter than yourself? Who might understand better? If you fail ask another. Don't jump the Q. That's not cricket.
