    • 3 of 5 sections are reserved for later assignment to a blue, green and blue & green
    • each block is self regulating
      • administrative segment decisions settled by voting

        • if 2 request, decision reviewable by oversight committee

    • Aerostate’s exact course, location & boundaries will be determined once

    • Red money used to obtain private & public, local, provincial & federal opinion & consensus
    • If all the citizens in proposed allotment area are interested & willing, their land will be consigned to a 100 year lease
      • 2nd century would be land trust
        • switch 1 red allotment to blue, green or blue & green
        • 3rd century switch last red allotment to blue, green or blue & green
    • If the occupants & land owners of the proposed allotment area with the most consensus are unable to obtain unanimous consent, oversight committees assess options
    • property rights
      • ownership will not alter during initial century
      • use & remuneration will be negotiated with land owners
    • land commissions in each allotment responsible for building consensus
