I began receiving welfare in the mid 1980s. I have some familiarty with welfare consumers. Obese, loud and ignorant on the taxpayer's dime. Their civil rights? I was in a bar enjoying a beverage. If one gave him the choice between being in a mental institution and sleeping outdoors in the Connecticut winter because he's repeatedly violated the homeless shelter rules, what would he choose?
